This town was named for William Penn Rubottom, b. 09-Jan-1852 in Marshall County, Mississippi. He died in Love County, OK on 03-Dec-1901. William Penn was the son of Dixon Rubottom and his wife Cynthia Ann Nicholson. It is believed that Dixon was the son of Ezekiel Rubottom, son of Thomas Rubottom.
