He was born 09 May 1860 in either Owsley or Estill County.  He died 02 Oct 1917 in Estill County and was buried in the Hoover Cemetery located at the old Hoover homeplace in Alumbaugh, KY.

James was married twice, the first was apparently to Mary Newnam in Lee County on 30 Jan 1886.  They were the parents of Provy Hoover, born Jun 1886 in Lee County.  I'm not sure how this marriage ended.

James married Lutisha Miller, the daughter of Evan and Mary Porter Miller.  Lutisha was born 15 Dec 1876 in Owsley County and died 02 Apr 1962 in Estill County.  She's buried in the S. Irvine Cemetery.

James and Lutisha were the parents of 9 known children:  Alpha, Omega, Cleveland, Hattie, Docia, James B., Zoda, Charles and Mary.
