Graveside services are scheduled for 9:45 a.m. Thursday at Fort Sam Houston National Cemetery in San Antonio under the direction of Porter Loring Funeral Home. Ladd oversaw the Port of Catoosa from the time it opened in May 1971 until he retired in December 1980. In that period, employment at the port climbed from a handful of workers to more than 900. He initiated an intensive advertising effort that was credited with the rapid growth of the waterway in its early years. Ladd left an Army post in Honolulu to come to Oklahoma in 1967 and take over the Tulsa District of the U.S. Army Corps of Engineers. He soon became an outspoken advocate of building a navigable waterway to link Oklahoma to international trade. After resigning from the corps in 1969, he helped lead that effort as the executive vice of the Arkansas Basin Development Association in Tulsa. His work with that organization made him the leading candidate for the job of port director when the facility opened. He was born on June 22, 1918, in Mountain Grove, Mo. He received a degree in civil engineering from the University of Missouri in 1940, then started a 28-year career in the Army. Survivors include two sons, John Ladd of Everman, Texas, and Larry Ladd of Riverside, Conn.; a brother, Marshall Ladd of Paradise, Calif.; and five grandchildren. ------------------------------------------------------------------------------ -- Headline: Larson Funeral Set for Monday Date: June 27, 1992 Page: B5 Region: Oklahoma Obituary: Funeral services for Carl E.
