The Census Reference Code consists of 6 characters, with its first letter determining the structure of the remaining 5 characters.

A first letter of E, S or W identifies the country within Great Britain
(England, Scotland or Wales):

bullet the next three characters identify the relevant county by its Chapman Code
(e.g., the first four characters 'WMON' identify 'Wales, Monmouthshire');
bullet the fifth (last but one) character numbers the household within that county
(using firstly numbers 1-9, followed if necessary by A-Z, omitting I and O,
which caters for up to 33 households); and
bullet the final character numbers the person within that household (1-9, etc).
 
A first letter of L identifies those parts of Kent, Middlesex and Surrey that were
within metropolitan London, which had a high number of occurrences of RIGGS:
bullet the second character identifies the county using a code of K, M or S
(e.g. the first two characters 'LM' identify 'London, Middlesex');
bullet the third and fourth characters number the household within the metropolitan county (01 upwards, which caters for up to 99 households); and
bullet the final character numbers the person within that household (1-9, etc).
 
Any other first letter identifies one of the other counties with high occurrences -
D for Dorset, H for Hampshire and V for deVon:
bullet the next three characters are the abbreviation for the Parish/Place Code
(e.g., the first four characters 'DCHE' identify 'Dorset, Cheselborne');
the Parish/Place Code is unique within the county concerned and is also
allocated to Parish Register entries within that county.
Christchurch Registration District (which includes Bournemouth) was originally in
Hampshire but was later transferred to Dorset. Its Parish/Place Codes are unique
within both Dorset and Hampshire and are preceded by 'H' as the first letter code);
bullet the fifth (last but one) character numbers the household within that census place (using firstly 1-9, followed if necessary by A-Z, omitting I and O,
which again caters for up to 33 households); and
bullet the final character numbers the person within that household (1-9, etc).
