CHEESE AND BROCCOLI SOUP

6 c. water 1 (8 oz.) loaf process cheese, cubed
1 (10 oz) pkg. frozen chopped broccoli 2 tsp. pepper
1 small onion, chopped 1/2 tsp. salt
1/2 tsp. garlic powder 1/4 c. butter or margarine
1 c. milk 1/2 c. flour
1 c. Half and Half 1/2 c. cold water

Bring water to a boil, add broccoli and onion. Reduce heat; simmer uncovered 10 minutes. Add cheese, seasoningñstir cheese until melts. Stir in milk, Half and Half, and butter, cook over low heat until thoroughly heated.
Combine flour and waterñstirring until smooth. Gradually add to the broccoli mixture, stirring constantlyñcook over medium heat until thickened, stirring occasionally.
