Most libraries with a large genealogy section will have books on immigrants
outlining specific dates.  i.e. 1600-1700, etc.  These immigration lists
are done alphabetically, and usually supply source information which will
help you stay on track instead of wasting a lot of time looking through
every county in Virginia.
