Charles L. Dilley was born in Bristol Twp., Trumbull Co., Ohio on May 6, 1877. He was the son of Thompson & Ann (Eckenrode) Dilley. He married Effie Louise Shaffer, daughter of Henry W. & Carrie E. (Haughton) Shaffer on April 20, 1899, and relocated with her family to the Wauseon area in Fulton Co., Ohio. Charles and Effie had two children, Ward E. in 1905 and Carrie in 1909 or 1910. Charles worked as a Teamster until his death at age 39, a result of pulmonary tuberculosis. Effie lived on until 1960, remarried and had another daughter.
