Patrick Deegan was the son of Patrick and Judith (Ryan) Deegan of Burgesbeg, North Tipperary County, Ireland. His birth is recorded in the Catholic Parish of Youghalarra, Burgess,in the Townland of Burgesbeg, North Tipperary County, Ireland. Sponsors at his baptism were Timothy Brien and Mary Kerby.

Patrick's older brothers, Michael and John had emigrated to the United States and as the youngest son, he stayed in Tipperary, probably helping his widowed mother with the family farm. On 17 February 1863, Patrick "Digan" married Judith "Judy" Gleeson in the Catholic Parish of Ballinahinch in Tipperary. Witnesses at their marriage were Denis Ryan and Mary Hayes. All of his children were baptised in the Parish of Youghalarra. The mother of the last two is listed as Johanna Gleeson which suggests that he may have married a second time, possibly to a sister of Judith.
