THE HOOD RIVER TOWNSITE COMPANY WAS INCORPORATED FEBRUARY 1890.

The incorporators were E.L. Smith, M.V. Harrison, J.A. Wilson and L.E. Crowe. The first city election following the incorporation was held December 4, 1894. C.M. Wolfard was elected Mayor. C.P. Heald, recorder, B.S. Olinger, marshal, M.H. Nickelsen, treasurer. The councilmen were as follows: S.B. Bartmess, F.H. Button, J.E. Rand, J.F. Watt, O.B. Hartley and L.B. Morse.
In December 1895, the foundation of a public library was laid and about 1000 volumes collected.
After the platting of the town, the Frankton School district was divided by a line running north and south on the western boundary of Paradise farm, later, the south eastern portion of Barrett district was added to the town district. This section included the farms of C.P. Heald, Robert Rand, W.J. Baker, T.R. Coon, N.C. Evans and others, and added considerable school population. The first school building in the town of Hood River was built about the year on State Street and contained but one room. Another article will give you a history of the schools in the town.
